Setup: installed the published 0.1.5 Linux runtime as a real systemd user service in /home/user/t3-update-verification, then ran the source CLI update to 0.1.6 without --yes. No mocks or direct service-state edits.

Both main and PR pending-restart checks left systemd MainPID=23555 and server PID=23618 unchanged. The live server-runtime.json reported serverVersion=0.1.5.

MAIN: repeated noninteractive update (bug)
$ node apps/server/src/bin.ts update 0.1.6 --base-dir /home/user/t3-update-verification
