Separate empty dev state; project, setup action, threads and provider turns created through the web UI. No mocked filesystem or provider.

Neighbor checks:
- Full server stop/start, then reopening the long delegated thread terminal replayed LONG_TERMINAL_HISTORY_21654 世界 in the browser.
