Verified on PR: parent turn, delegated child, parent archive/unarchive, follow-up RESTORED_PARENT_OK; both recovery preferences persisted through reload.
Not verified: original bug on main or changed fresh-arm filtering on PR. The PR initial turn encountered a recoverable proxy 429, classified transport_error (responseStreamDisconnected), then completed. Neither checkout produced a usage_limit failure with resetAt. No quota reset or recovery continuation was exercised. The proxy 429 is not proof of usage-limit recovery.
